What Is an IQP?

An IQP — Independently Qualified Person — is someone registered and certified to test backflow prevention devices. Under the Building Act 2004, only a registered IQP can carry out a valid backflow test that Auckland Council and Watercare will accept.

Not just any plumber can test a backflow device. You need someone who has completed the specific IQP training, holds current certification, and is registered with your local council. We're registered IQP testers and carry out backflow testing across all of Auckland.

Why You Need an IQP for Backflow Testing

Auckland Council and Watercare maintain a register of all backflow prevention devices installed in the region. Every device on that register must be tested annually by a registered IQP. The results are reported to council — and if your device hasn't been tested, you'll hear about it.

An IQP test isn't just a visual inspection. It's a pressure-based test using calibrated gauges that checks whether each check valve and relief valve in your device is working within specification. The test procedure follows Watercare's approved methodology, and the results are documented in a formal test report.

• Legal requirement — The Building Act requires territorial authorities (like Auckland Council) to maintain a register of specified systems, including backflow prevention. Annual IQP testing is how compliance is verified.
• Public health protection — Backflow devices protect the public water supply from contamination. Testing ensures they're actually working when you need them.

Council Requirements

Auckland Council requires backflow prevention devices to be tested:

• Annually — Every 12 months from the date of installation or last test
• By a registered IQP — Only qualified and registered testers can submit valid results
• Results reported to council — We submit test results on your behalf as part of our service
• Failed devices repaired promptly — If a device fails, it must be repaired and retested within a reasonable timeframe

Council sends reminder notices before your test is due. If you've received one, give us a call and we'll get it booked in before the deadline.

What Happens During an IQP Inspection

Here's what to expect when we come out to test your backflow device:

• Visual inspection — We check the device for visible damage, corrosion, leaks, and correct installation.
• Pressure testing — Using calibrated test equipment, we pressure-test each check valve and relief valve to verify they're operating within specification.
• Test report — We record the results on a formal test report, including pass/fail status and any recommendations.
• Council submission — We submit the results to Auckland Council on your behalf. You don't need to do anything.
• Repairs if needed — If the device fails, we can usually repair it on the spot and retest. We carry common repair kits for major brands.
